The People with Intellectual Disabilities at Risk: A Legal Framework for Compulsory Care: Report was tabled in Parliament on 20 November 2003.

The report recommends changes to detention of people with intellectual disabilities and cognitive impairment and restraint of these people within special facilities. It proposes the creation of an independent Office of Senior Clinician to oversee people who are detained and the way they are treated.

The people affected by the recommendations are those who pose a risk to themselves or others. An Easy English version of the report was also published.
