Defining Privacy: Occasional Paper
The commission published an Occasional Paper about the definition of privacy as part of its Privacy project.
The paper is published by the commission but the views are those of its author. The commission publishes occasional papers to contribute to the store of information about issues it is reviewing.
The paper outlines the problems involved in reaching a definition of privacy and discusses some of the consequences of these problems for privacy protection. It proposes a way to approach the definition of privacy, privacy invasion and treating privacy as a human right.
