A consultation paper is published, which explains the key issues

Submissions are invited from any interested individuals or groups

More consultations are undertaken

A report is published with recommendations for changes to the law

The Attorney-General tables the report in parliament

Parliament decides whether to implement the recommendations

Some projects may also publish a position/options paper or interim report. These are published after the consultation paper and before the final report.

Background papers can be published at any time during the project.
