Limited review of how the change or suppression practices ban is working

The Attorney-General, the Hon Sonya Kilkenny, has asked the Victorian Law Reform Commission to review the operation and effectiveness of the Change or Suppression (Conversion) Practices Prohibition Act 2021.

The review is being led by the Commission Chair, the Hon. Anthony North KC.

Conduct or practices that aim to change or suppress a person’s sexual orientation or gender identity is banned in Victoria.

The review will be limited by the terms of reference and focus on effectiveness of the legislative framework in responding to change or suppression practices. The purposes of the Act and the desirability of having criminal offences and a civil response scheme are not part of the review.

The Attorney-General has approved the appointment of Kerin Leonard as an external expert to conduct the review, in accordance with section 57 of the Act.

Kerin has experience across public policy and human rights law, with expertise in equality, discrimination, harm prevention and rights-based legal frameworks.

The review will be completed within six months.

A consultation paper will be released later this month with a call for submissions.
