Consultation Paper and call for submissions: Focused review of how the change or suppression practices ban is working

A Consultation Paper has been published today to help guide submissions to the Focused review of how the change or suppression practices ban is working.

We are calling for submissions by 24 March 2026.

The Attorney-General has asked the Victorian Law Reform Commission to review the operation and effectiveness of the Change or Suppression (Conversion) Practices Prohibition Act 2021.

The Act prohibits practices that aim to change or suppress a person’s sexual orientation or gender identity. Since the Act came into effect, other Australian states have passed similar laws and new research has increased understanding of how these practices occur, the harms they do and how to best support survivors and their loved ones

The review will focus on the terms of reference and examine how the current law is operating, whether it is effective in responding to change or suppression practices and how it might be improved. The purposes of the Act and the desirability of having criminal offences and a civil response scheme are not part of the review.
