The People with Intellectual Disabilities at Risk: A Legal Framework for Compulsory Care: Report, tabled in Parliament on 20 November 2003, recommends changes to the detention and restraint of people with intellectual disabilities and cognitive impairment within special facilities. It proposes the creation of an independent Office of Senior Clinician to oversee people who are detained and the way they are treated.
The people affected by the recommendations are those who pose a risk to themselves or others. An Easy English version of the report was also published.
